    Advocacy for Quality Higher Education

    The team will work with staff and partners to identify communication, relationship building, and advocacy goals for the Board and Agency to increase visibility, credibility, and influence of the IBHE in debates on higher education issues in Illinois. This work will include identifying goals, target audiences, strategies, and the most effective channels through which to achieve our goal.

    Increasing Affordability

    Recent IBHE analyses have shown the affordability of higher education (two and four year colleges) has declined significantly over the last five years for middle and low income families. The team will set 2018 goals for improvement, identify metrics and strategic partners, and develop a multi-pronged strategy to reverse that trend. Strategies will focus on (a) improving state support for higher education to mitigate tuition increases (b) increase and improve the impact of financial supports for middle/low income students and (c) help institutions implement practices that increase higher education productivity and enhancement programs that support student success.

    Reducing Attainment Gaps

    Recent IBHE analyses show that gaps for students of color are significant and not improving. Our improvements with low income students are far below the national average. The team will set 2018 goals for improvement, identify metrics and partners, and develop strategies to significantly reduce, if not eliminate gaps for underserved students.

    Increasing Non-Traditional and Adult Degree Completion Aligned with State Economic Development/Workforce Needs

    Illinois cannot meet its goals without dramatic increases in adult completion. IBHE analyses show we have not made progress in increasing college opportunity for adults in the workforce. The team will set 2018 goals for increased completion, identify metrics and partners, and develop strategies that provide pathways to college credentials for adults.
